Sec. 3002. Authorization of emergency Air Force construction and land acquisition projects

Subject to subsection (b), pursuant to section 2802 of title 10, United States Code, the following real property acquisition and military construction projects, in the following amounts, are authorized: Air Force Authorization State Installation or Location Project Amount Florida Tyndall Air Force Base Various Construction $735,752,000 Nebraska Offutt Air Force Base Various Construction $300,000,000 Not later than 90 days after the date of the enactment of this Act, the Secretary of the Air Force shall submit to the Committees on Armed Services of the House of Representatives and the Senate a report containing a plan to carry out the military construction projects authorized by this section.
The plan shall include an explanation of how each military construction project will incorporate mitigation measures that reduce the threat from extreme weather events, mean sea level fluctuation, flooding, and any other known environmental threat to resilience, including a list of any areas in which there is a variance from the local building requirements and an explanation of the reason for the variance. The plan shall also include a Department of Defense Form 1391 for each proposed project.
The Secretary may not commence a project until the report required from the Secretary has been submitted.
