Except as provided in subsection (b), the Secretary of the Air Force may not use any funds or resources of the Department of the Air Force to carry out the rehabilitation of the obsolete Over-the-Horizon Backscatter Radar System receiving station located in Modoc National Forest in the State of California. Notwithstanding subsection (a), the Secretary of the Air Force may use funds and resources of the Department of the Air Force— to remove the perimeter fence, which was treated with an arsenic-based weatherproof coating, surrounding the Over-the-Horizon Backscatter Radar System receiving station referred to in such subsection; and to carry out the mitigation of soil contamination associated with such fence.
The restrictions in subsection
(a)shall terminate on the date of the enactment of the National Defense Authorization Act for Fiscal Year 2021.
