Sec. 1014. Sense of Congress regarding Department of Defense counterdrug activities in the transit zone and Caribbean basin

It is the sense of Congress that— combating transnational criminal organizations and illicit narcotics trafficking across the transit zone and the Caribbean basin, particularly in and around Puerto Rico and the United States Virgin Islands, is critical to the national security of the United States; the Department of Defense should work with the Department of Homeland Security, the Department of State, and other relevant Federal, State, local, and international partners to improve surveillance capabilities and maximize the effectiveness of counterdrug operations in the region; and the Secretary of Defense should, to the greatest extent possible, ensure United States Northern Command and United States Southern Command have the necessary assets to support and increase counter-drug activities within their respective areas of operations in the transit zone and the Caribbean basin.
