Sec. 1732. Department of Defense operations and activities

The Secretary of Defense is authorized to carry out the operations and activities described in subsection
(b)for each of fiscal years 2020 through 2025. The operations and activities described in this subsection are the operations and activities of the Department of Defense in support of any other department or agency of the United States Government solely for purposes of carrying out this title. Amounts made available to carry out the operations and activities described in subsection
(b)shall supplement and not supplant other amounts available to carry out the operations and activities described in subsection (b). Amounts made available to carry out the operations and activities described in subsection
(b)may not be obligated until 15 days after the date on which the President notifies the appropriate committees of Congress of the President's intention to obligate such funds. Operations and activities described in subsection
(b)carried out with foreign persons shall be conducted with the concurrence of the Secretary of State.
