It is the sense of Congress that— United States partners and allies are critical to achieving United States national security interests and defense objectives around the world; strong military-to-military relationships with partners and allies have helped to solidify and undergird the post-World War II international order and enhanced the United States’ security through common defense; and the United States should pursue a long-term policy to strengthen existing military-to-military relationships and cooperation with partners and allies to achieve mutual objectives, and build new relationships based on common values and shared interests.
