The Secretary of Agriculture shall provide to any State or county impacted by a volcanic eruption covered by a major disaster declared by the President in calendar year 2018 in accordance with section 401 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5170 ) technical assistance— to assess damage to agricultural production and rural infrastructure; and to develop recovery plans for impacted farmers, ranchers, and rural communities.
