Notwithstanding any other provision of this Act, the amounts made available by this Act to carry out sections 1444 and 1445, respectively, of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 ( 7 U.S.C. 3221 , 3222) shall each be increased by $3,000,000. Notwithstanding any other provision of this Act, the amount made available under the heading under the heading (including transfers of funds) under the heading agriculture buildings and facilities in title I shall be decreased by $6,000,000. agricultural programs
