None of the funds appropriated by this Act may be used to make any pledge for future year funding for any multilateral or bilateral program funded in titles III through VI of this Act unless such pledge was— previously justified, including the projected future year costs, in a congressional budget justification; included in an Act making appropriations for the Department of State, foreign operations, and related programs or previously authorized by an Act of Congress; notified in accordance with the regular notification procedures of the Committees on Appropriations, including the projected future year costs; or the subject of prior consultation with the Committees on Appropriations and such consultation was conducted at least 7 days in advance of the pledge.
