None of the funds made available by this Act may be used to terminate the status of a unit of general local government as a metropolitan city (as defined in section 102 of the Housing and Community Development Act of 1974 ( 42 U.S.C. 5302 )) with respect to grants under section 106 of such Act ( 42 U.S.C. 5306 ).
