Section 70101(b) of title 49, United States Code, is amended— in paragraph
(2)by inserting in rural and urban areas after freight transportation ; in paragraph (7)— in subparagraph
(B)by striking ; and and inserting a semicolon; by redesignating subparagraph
(C)as subparagraph (D); and by inserting after subparagraph
(B)the following: travel within population centers; and ; in paragraph
(9)by striking ; and and inserting the following: including— greenhouse gas emissions; local air pollution; minimizing, capturing, or treating stormwater runoff or other adverse impacts to water quality; and wildlife habitat loss; ; by redesignating paragraph
(10)as paragraph (11); and by inserting after paragraph
(9)the following: to decrease any adverse impact of freight transportation on communities located near freight facilities or freight corridors; and .
