Section 503 of title 23, United States Code, is amended— in subsection (a)(2) by striking section 508 and inserting section 6503 of title 49 ; and in subsection (b)— in paragraph (3)— in subparagraph (A)— in clause

(v)by striking the period and inserting ; and ; and by adding at the end the following: reducing greenhouse gas emissions and limiting the effects of climate change. ; and by adding at the end the following: The Secretary may develop interactive modeling tools and databases that— track the condition of highway assets, including interchanges, and the reconstruction history of such assets; can be used to assess transportation options; allow for the monitoring and modeling of network-level traffic flows on highways; and further Federal and State understanding of the importance of national and regional connectivity and the need for long-distance and interregional passenger and freight travel by highway and other surface transportation modes. The Administrator of the Federal Highway Administration shall develop, use, and maintain data sets and data analysis tools to assist metropolitan planning organizations, States, and the Federal Highway Administration in carrying out performance management analyses (including the performance management requirements under section 150). The data analysis activities authorized under subparagraph
(A)may include— collecting and distributing vehicle probe data describing traffic on Federal-aid highways; collecting household travel behavior data to assess local and cross-jurisdictional travel, including to accommodate external and through travel; enhancing existing data collection and analysis tools to accommodate performance measures, targets, and related data, so as to better understand trip origin and destination, trip time, and mode; enhancing existing data analysis tools to improve performance predictions and travel models in reports described in section 150(e); developing tools— to improve performance analysis; and to evaluate the effects of project investments on performance; assisting in the development or procurement of the transportation system access data under section 1403(g) of the INVEST in America Act ; and developing tools and acquiring data described under paragraph (9). The Administrator of the Federal Highway Administration may use up to $15,000,000 for each of fiscal years 2022 through 2025 to carry out this paragraph. . Section 6028 of the FAST Act ( 23 U.S.C. 150 note), and the item relating to such section in the table of contents in section 1(b) of such Act, are repealed.
