Sec. 3006. High-visibility enforcement program

Section 404 of title 23, United States Code, is amended— in subsection
(a)by striking 3 campaigns will be carried out in each of fiscal years 2016 through 2020 and inserting 6 campaigns will be carried out in each of fiscal years 2022 through 2025 ; in subsection (b)— in paragraph
(1)by striking or drug-impaired ; in paragraph
(2)by striking Increase use of seatbelts and inserting Increase proper use of seatbelts and child restraints ; by redesignating paragraph
(2)as paragraph (3); by inserting after paragraph
(1)the following: Reduce drug-impaired operation of motor vehicles. ; and by adding at the end the following: Reduce texting through a personal wireless communications device by drivers while operating a motor vehicle. Reduce violations of move over laws of a State that require motorists to change lanes or slow down when law enforcement, fire service, emergency medical services and other emergency vehicles are stopped or parked on or next to a roadway with emergency lights activated. ; by redesignating subsections
(e)and
(f)as subsections
(g)and (h), respectively; by inserting after subsection
(d)the following: Each campaign administered under this section shall occur not less than once in each of fiscal years 2022 through 2025 with the exception of campaigns to reduce alcohol-impaired operation of motor vehicles which shall occur not less than twice in each of fiscal years 2022 through 2025. During the time a State is carrying out a campaign, the Secretary shall coordinate with States carrying out the campaigns under this section on the use of dynamic highway message signs to support national high-visibility advertising and education efforts associated with the campaigns. ; and in subsection (g), as so redesignated— by redesignating paragraph
(2)as paragraph (3); by inserting after paragraph
(1)the following: The term dynamic highway message sign means a traffic control device that is capable of displaying one or more alternative messages which convey information to occupants of motor vehicles. ; and by adding at the end the following: The term texting has the meaning given such term in section 405(e). .
