Sec. 2803. Federal Transit Administration Every Day Counts initiative

Section 5312 of title 49, United States Code, as amended by section 2503, is further amended by adding at the end the following: It is in the national interest for the Department of Transportation and recipients of Federal public transportation funds— to identify, accelerate, and deploy innovation aimed at expediting project delivery, enhancing the safety of transit systems of the United States, and protecting the environment; to ensure that the planning, design, engineering, construction, and financing of transportation projects is done in an efficient and effective manner; to promote the rapid deployment of proven solutions that provide greater accountability for public investments; and to create a culture of innovation within the transit community.
To advance the policies described in paragraph (1), the Administrator of the Federal Transit Administration shall adopt the Every Day Counts initiative to work with recipients to identify and deploy the proven innovation practices and products that— accelerate innovation deployment; expedite the project delivery process; improve environmental sustainability; enhance transit safety; expand mobility; and reduce greenhouse gas emissions. In accordance with the Every Day Counts goals described in paragraphs
(1)and (2), the Administrator shall consider research conducted through the university transportation centers program in section 5505. At least every 2 years, the Administrator shall work collaboratively with recipients to identify a new collection of innovations, best practices, and data to be deployed to recipients through case studies, webinars, and demonstration projects. In identifying a collection described in subparagraph (A), the Secretary shall take into account market readiness, impacts, benefits, and ease of adoption of the innovation or practice. Each collection identified under paragraph
(4)shall be published by the Administrator on a publicly available website. .
