Chapter 243 of title 49, United States Code, is further amended by adding at the end the following new section: Not later than 180 days after the date of enactment of the TRAIN Act , Amtrak shall establish an Office of Community Outreach to engage with communities impacted by Amtrak operations. The Office of Community Outreach shall be responsible for— outreach and engagement with— local officials before capital improvement project plans are finalized; and local stakeholders and relevant organizations on projects of community significance; clear explanation and publication of how community members can communicate with Amtrak; the use of virtual public involvement, social media, and other web-based tools to encourage public participation and solicit public feedback; and making publicly available on the website of Amtrak, planning documents for proposed and implemented capital improvement projects.
Not later than 1 year after the establishment of the Office of Community Outreach, and annually thereafter, Amtrak shall submit to the Committee on Transportation and Infrastructure in the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a report that— describes the community outreach efforts undertaken by the Amtrak Office of Community Outreach for the previous year; and identifies changes Amtrak made to capital improvement project plans after engagement with affected communities. .
