Title I of the Housing and Community Development Act of 1974 ( 42 U.S.C. 5301 et seq.) is amended by adding at the end the following: Notwithstanding any other provision of law, the Secretary shall not obligate any funds authorized to be appropriated for any project authorized under this title and administered by the Secretary, unless steel, iron, manufactured products, and construction materials used in such project are produced in the United States. Subsection
(a)shall not apply to the development of any housing, including single-family and multifamily housing. The Secretary may waive the requirements of subsection
(a)if the Secretary finds— that such requirements would be inconsistent with the public interest; that products described in subsection
(a)are not produced in the United States in sufficient and reasonably available quantities and of a satisfactory quality; or that inclusion of domestic material will increase the cost of the overall project by more than 25 percent. Not later than 15 days before making a determination regarding a waiver described in subsection (b), the Secretary shall provide notification and an opportunity for public comment on the request for such waiver. This section shall be applied in a manner consistent with the obligations of the United States under international agreements. .
