Section 70102(c) of title 49, United States Code, is amended by striking shall and all that follows through the end and inserting the following: shall— update the plan and publish the updated plan on the public website of the Department of Transportation; and include in the update described in paragraph (1)— each item described in subsection (b); and best practices to reduce the adverse environmental impacts of freight-related— greenhouse gas emissions; local air pollution; stormwater runoff or other adverse impacts to water quality; and wildlife habitat loss. .
