Sec. 5305. Nontraditional and Emerging Transportation Technology Council

Chapter 1 of title 49, United States Code, is amended by adding at the end the following: The Secretary of Transportation shall establish a Nontraditional and Emerging Transportation Technology Council (hereinafter referred to as the Council ) in accordance with this section. The Council shall be composed of the following officers of the Department of Transportation: The Secretary of Transportation. The Deputy Secretary of Transportation. The Under Secretary of Transportation for Policy.
The General Counsel of the Department of Transportation. The Chief Information Officer of the Department of Transportation. The Assistant Secretary for Research and Technology. The Assistant Secretary for Budget and Programs. The Administrator of the Federal Aviation Administration. The Administrator of the Federal Highway Administration. The Administrator of the Federal Motor Carrier Safety Administration. The Administrator of the Federal Railroad Administration. The Administrator of the Federal Transit Administration.
The Administrator of the Federal Maritime Administration. The Administrator of the National Highway Traffic Safety Administration. The Administrator of the Pipeline and Hazardous Materials Safety Administration. The Secretary may designate additional members of the Department to serve as at-large members of the Council. The Secretary may designate officials to serve as the Chair and Vice Chair of the Council and of any working groups of the Council. The Council shall— identify and resolve any jurisdictional or regulatory gaps or inconsistencies associated with nontraditional and emerging transportation technologies, modes, or projects pending or brought before the Department to eliminate, so far as practicable, impediments to the prompt and safe deployment of new and innovative transportation technology, including with respect to safety regulation and oversight, environmental review, and funding issues; coordinate the Department’s internal oversight of nontraditional and emerging transportation technologies, modes, or projects and engagement with external stakeholders; within applicable statutory authority other than this paragraph, develop and establish department-wide processes, solutions, and best practices for identifying, managing and resolving issues regarding emerging transportation technologies, modes, or projects pending or brought before the Department; and carry out such additional duties as the Secretary may prescribe, to the extent consistent with this title, including subsections (f)(2) and
