Section 6503 of title 49, United States Code, is amended— in subsection
(a)by striking The Secretary and inserting For the period of fiscal years 2017 through 2021, and for each 5-year period thereafter, the Secretary ; in subsection (c)(1)— in subparagraph
(D)by inserting and the existing transportation system after infrastructure ; in subparagraph
(E)by striking ; and and inserting a semicolon; by amending subparagraph
(F)to read as follows: reducing greenhouse gas emissions; and ; and by adding at the end the following: developing and maintaining a diverse workforce in transportation sectors; ; and in subsection
(d)by striking not later than December 31, 2016, and inserting not later than December 31, 2021, .
