The Secretary shall annually— designate a city, municipality, community, or other area as the Secretary determines appropriate, as the Arbor City of America to recognize superior efforts in increasing tree canopy coverage and assisting residents in reducing energy costs through tree planting; and provide funding to such city, municipality, community, or other area to carry out projects that increase green infrastructure or green spaces within such city, municipality, community, or other area. Not later than 90 days after the date of enactment of this Act, after notice and opportunity for comment, the Secretary shall establish procedures for carrying out this section.
