No individual in the United States may, on the basis of actual or perceived race, color, religion, national origin, sex, gender identity, sexual orientation, age, or disability, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity that is funded in whole or in part with funds made available under this chapter. The Assistant Secretary shall effectuate paragraph
(1)with respect to any program or activity described in that paragraph by issuing regulations and taking actions consistent with section 602 of the Civil Rights Act of 1964 ( 42 U.S.C. 2000d–1 ). Judicial review of an action taken by the Assistant Secretary under paragraph
(2)shall be available to the extent provided in section 603 of the Civil Rights Act of 1964 ( 42 U.S.C. 2000d–2 ). The Assistant Secretary shall, to the extent practicable, carry out this chapter in a technologically neutral manner. There are appropriated to the Office of Inspector General of the Department of Commerce, out of any money in the Treasury not otherwise appropriated, for audits and oversight of funds made available to carry out this chapter, $5,000,000 for fiscal year 2021, to remain available until expended.
