Sec. 1614. Numbering system of highway interchanges

Notwithstanding section 315 of title 23, United States Code, and section 1.36 of title 23, Code of Federal Regulations, the Secretary of Transportation may not impose a penalty on a State that does not comply with section 2E.31 of the Manual on Uniform Traffic Control Devices (or a successor section) with respect to the numbering of highway interchanges. Subsection
(a)shall only apply to a method of numbering of a highway interchange in effect on the date of enactment of this Act.
