Notwithstanding any other provision of law and not later than 90 days after the date of enactment of this Act, the Secretary of Transportation shall reinstate any cooperative agreement terminated after January 1, 2019 that was originally entered into under the heading Capital Assistance for High Speed Rail Corridors and Intercity Passenger Rail Service in the Department of Transportation Appropriations Act, 2010 ( Public Law 111–117 ). The reinstatement under subsection
(a)shall include the obligation to such agreement of all of the funds obligated to such agreement as of the date of termination of such agreement.
