Section 24315 of title 49, United States Code, is amended by adding at the end the following: At least 30 days before implementing a new policy, structure, or operation that affects recreational trail access, Amtrak shall submit to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Environment and Public Works of the Senate a report on such policy, structure, or operation and recreational trail access affected. Such report shall include Amtrak’s plans to mitigate the impact to such recreational trail access. .
