Section 31110 of title 49, United States Code, is amended by striking subsection
(a)and inserting the following: There is authorized to be appropriated from the Highway Trust Fund (other than the Mass Transit Account) for the Secretary of Transportation to pay administrative expenses of the Federal Motor Carrier Safety Administration— $380,500,000 for fiscal year 2022; $381,500,000 for fiscal year 2023; $382,500,000 for fiscal year 2024; and $384,500,000 for fiscal year 2025. . The Administrator of the Federal Motor Carrier Safety Administration shall use funds made available in subsection
(a)for— acceleration of planned investments to modernize the Administration’s information technology and information management systems; completing outstanding mandates; carrying out a Large Truck Crash Causal Factors Study of the Administration; construction and maintenance of border facilities; and other activities authorized under section 31110(b) of title 49, United States Code. In this subsection, the term outstanding mandate means a requirement for the Federal Motor Carrier Safety Administration to issue regulations, undertake a comprehensive review or study, conduct a safety assessment, or collect data— under this Act; under MAP–21 ( Public Law 112–141 ), that has not been published in the Federal Register, if required, or otherwise completed as of the date of enactment of this Act; under the FAST Act ( Public Law 114–94 ), that has not been published in the Federal Register, if required, or otherwise completed as the of the date of enactment of this Act; and under any other Act enacted before the date of enactment of this Act that has not been published in the Federal Register by the date required in such Act.
