Section 165 of title 23, United States Code, is amended— in subsection (a)— in paragraph
(1)by striking $158,000,000 and inserting $210,000,000 ; and in paragraph
(2)by striking $42,000,000 and inserting $100,000,000 ; and in subsection (c)(2) by adding at the end the following: Funds provided under this subsection shall not be considered Federal assistance for purposes of section 603(b)(9), as provided under subparagraph
(C)of such section. .
