A local educational agency that receives covered funds may not use such funds for— payment of routine and predictable maintenance costs and minor repairs; any facility that is primarily used for athletic contests or exhibitions or other events for which admission is charged to the general public; vehicles; or central offices, operation centers, or other facilities that are not primarily used to educate students.
