The Secretary of Housing and Urban Development, in consultation with other relevant heads of Federal agencies, shall develop a master plan for achieving retrofitting Federally-assisted housing to support broadband service. The Secretary shall submit such plan to Congress not later than 18 months after the date of the enactment of this Act. In this section, the terms broadband service and Federally-assisted housing have the meanings given in section 60019.
