The Comptroller General of the United States shall conduct a study on the accessibility of the Federal Emergency Management Agency’s Public Assistance, Individual Assistance, and other relevant flood disaster assistance programs and shall identify barriers to access based on race, ethnicity, language, and income level. The study shall identify inequities in— the Agency’s core mission of response; the Agency’s core mission of recovery; and the Agency’s implementation of the Public Assistance and Individual Assistance programs.
Not later than the expiration of the 1-year period beginning on the date of the enactment of this Act, the Comptroller General shall submit a report to the Congress setting forth the results and conclusions of the study under subsection (a).
