There are authorized to be appropriated to the Secretary to carry out this part $1,200,000,000 for each of fiscal years 2021 through 2025, to remain available until expended. Of the amounts made available pursuant to subsection
(a)for a fiscal year, the Secretary shall work with Indian Tribes and use 2 percent of such amounts to carry out a program or programs that as close as possible reflect the goals, requirements, and provisions of this part, taking into account any factors that the Secretary determines to be appropriate.
