It is the policy of the United States that— Next Generation 9–1–1 should be technologically and competitively neutral; Next Generation 9–1–1 should be interoperable; the governance and control of the 9–1–1 systems of the United States, including Next Generation 9–1–1, should remain at the State, regional, and local level; and individuals in the United States should receive information on how to best utilize Next Generation 9–1–1 and on its capabilities and usefulness.
