Section 5301(b) of title 49, United States Code, is amended— in paragraph
(7)by striking ; and and inserting a semicolon; in paragraph
(8)by striking the period and inserting a semicolon; and by adding at the end the following: reduce the contributions of the surface transportation system to the total carbon pollution of the United States; and improve the resiliency of the public transportation network to withstand weather events and other natural disasters. .
