The following sums are hereby appropriated, out of any money in the Treasury not otherwise appropriated, for the fiscal year ending September 30, 2020, and for other purposes, namely: For an additional amount for Corps of Engineers—Civil—Department of the Army—Construction , $10,000,000,000, to remain available until expended: Provided , That not more than $3,000,000,000 shall be available for costs of construction, replacement, rehabilitation, and expansion of inland waterways projects, with one-half of such costs paid from the Inland Waterways Trust Fund and one-half from the general fund of the Treasury;
Provided further , That not less than $500,000,000 shall be available for water-related environmental infrastructure assistance. For an additional amount for Corps of Engineers—Civil—Department of the Army—Operation and Maintenance , $5,000,000,000, to remain available until expended.
