This division, including the amendments made by this division, applies beginning on October 1, 2021. In this division and the amendments made by this division, any reference to— the date of enactment of this Act; the date of enactment of a provision of this division; the date of enactment of a provision added to law by an amendment made by this division; or the date of enactment of the INVEST in America Act added to law by an amendment made by this division, shall be treated as a reference to October 1, 2021. Subsections
(a)and
(b)shall not apply to section 1105 and the amendments made by such section.
