Chapter 8 of title 17, United States Code, is amended— in section 802— in subsection (b), by striking 3 ; and in subsection (e), by striking paragraph
(2)and inserting the following: Staff members appointed under subsection
(b)shall be compensated at a rate not more than the basic rate of pay payable for level 10 of GS–15 of the General Schedule. ; and in section 803(e)(1)(A), by striking 3 . The amendments made by this section shall take effect with respect to fiscal year 2020 and each fiscal year thereafter.
