Hereafter, the matter preceding the first proviso under the heading Veterans Health Administration, Medical Services in title II of division C of Public Law 115–244 shall be applied for the purpose of the appropriations under that heading that became available on October 1, 2019, by striking aid to State homes as authorized by section 1741 of title 38, United States Code, .
