Section 4 of the American Folklife Preservation Act ( 20 U.S.C. 2103 ) is amended— in subsection (b)(1)(D)— in the matter preceding clause (i), by striking seven and inserting nine ; in clause (vi), by striking and after the semicolon; in clause (vii), by striking the period at the end and inserting a semicolon; and by adding at the end the following: the Secretary of Veterans Affairs; and the Director of the Institute of Museum and Library Services. ; and in subsection (f), by striking the second sentence and inserting the following: The rate of basic pay of the Director shall be fixed in accordance with section 5376(b) of title 5, United States Code. .
