None of the funds made available by this Act may be used to— alter or terminate the Interagency Agreement between the United States Department of Labor and the United States Department of Agriculture; or close any of the Civilian Conservation Centers, except if such closure is necessary to prevent the endangerment of the health and safety of the students, the capacity of the program is retained, and the requirements of section 159(j) of the Workforce Innovation and Opportunity Act are met.
