The President is encouraged to designate the Assistant Secretary of State for the Bureau of Oceans and International Environmental and Scientific Affairs to act as Coordinator of United States-Israel Research and Development (in this section referred to as the Coordinator ). The Coordinator, in conjunction with the heads of relevant Federal Government departments and agencies and in coordination with the Israel Innovation Authority, shall oversee civilian science and technology programs on a joint basis with Israel.
Not later than 1 year after the date of the enactment of this Act, and annually thereafter, the Coordinator shall submit to the appropriate congressional committees a report on the implementation of this section. In this section, the term appropriate congressional committees means— the Committee on Foreign Affairs and the Committee on Science, Space, and Technology of the House of Representatives; and the Committee on Foreign Relations and the Committee on Commerce, Science, and Transportation of the Senate.
