To carry out title I, there are authorized to be appropriated $6,400,000,000 for fiscal year 2020 and such sums as may be necessary for each of fiscal years 2021 through 2025. To carry out title II, there are authorized to be appropriated $100,000,000 for each of fiscal years 2020 through 2025.
