Sec. 303. Fair Price Negotiation Implementation Fund

There is hereby established a Fair Price Negotiation Implementation Fund (referred to in this section as the Fund ). The Secretary of Health and Human Services may obligate and expend amounts in the Fund to carry out this title (and the amendments made by such title). There is authorized to be appropriated, and there is hereby appropriated, out of any monies in the Treasury not otherwise appropriated, to the Fund $3,000,000,000, to remain available until expended, of which— $600,000,000 shall become available on the date of the enactment of this Act; $600,000,000 shall become available on October 1, 2020; $600,000,000 shall become available on October 1, 2021; $600,000,000 shall become available on October 1, 2022; and $600,000,000 shall become available on October 1, 2023.
Any amounts appropriated pursuant to this section shall be in addition to any other amounts otherwise appropriated pursuant to any other provision of law.
