It is the sense of Congress that any sale of lethal defense articles or defense services under section 38 of the Arms Export Control Act ( 22 U.S.C. 2778 ) to the Government of Vietnam, other than a sale of such articles or services with respect to which the President determines is directly related to ensuring United States interests in the free and open navigation of the South China Sea, should be conditioned upon additional, significant, and sustained steps to advance internationally recognized human rights.
