Section 658D of the Child Care and Development Block Grant Act of 1990 ( 42 U.S.C. 9858b ) is amended— in subsection (a), by striking a grant and inserting payments ; and in subsection (b)(1)(A), by inserting before the semicolon the following: , including by certifying the eligibility of children .
