For an additional amount for Military Construction, Navy and Marine Corps , $32,200,000, to remain available until September 30, 2025, for child development center construction: , That projects funded using amounts available under this section are subject to authorization prior to obligation and expenditure of funds to carry out construction: Provided , That amounts made available under this section may not be obligated or expended until the Secretary of the Navy submits to the Committees on Appropriations of both Houses of Congress a detailed expenditure plan not later than 30 days after enactment of this Act.
