The Secretary, acting through the Chief of the Natural Resources Conservation Service, may use funds appropriated under this Act for the Watershed and Flood Prevention Operations Program and the Watershed Rehabilitation Program carried out pursuant to the Watershed Protection and Flood Prevention Act ( 16 U.S.C. 1001 et seq.), and for the Emergency Watershed Protection Program carried out pursuant to section 403 of the Agricultural Credit Act of 1978 ( 16 U.S.C. 2203 ) to provide technical services for such programs pursuant to section 1252(a)(1) of the Food Security Act of 1985 ( 16 U.S.C. 3851(a)(1) ), notwithstanding subsection
(c)of such section.
