Notwithstanding any other provision of law, funds made available under the heading National Foundation on the Arts and the Humanities—National Endowment for the Humanities—Grants and Administration of this Act and under such heading for fiscal years 2019 and 2020 for grants for the purposes described in section 7(c) and 7(h)(1) of the National Foundation on the Arts and Humanities Act of 1965 may also be used by the recipients of such grants for purposes of the general operations of such recipients.
