Sec. 1803. Conveyance of certain National Forest System land to the Presidential Library

Subject to this section, if the Presidential Library submits to the Secretary not later than 1 year after the date of enactment of this Act a written request for the conveyance of the approximately 93 acres of National Forest System land, as generally depicted on the map, the Secretary shall, on the earliest date practicable, convey to the Presidential Library by quitclaim deed all right, title, and interest of the United States in and to that land. As consideration for the conveyance of land under subsection (a), the Presidential Library shall pay to the Secretary an amount equal to the market value of the land, as determined by the appraisal conducted under subsection (d).
The conveyance under subsection
(a)shall be subject to— valid existing rights; the reservation of easements, as depicted on the map, for public use on— the Maah Dah Hey National Trail; and Forest Service Road #7471 and the unnumbered Forest Service road; and any other terms and conditions that the Secretary considers appropriate to protect the interests of the United States. The Secretary shall conduct an appraisal of the land to be conveyed under subsection
(a)in accordance with— the Uniform Appraisal Standards for Federal Land Acquisitions; the Uniform Standards of Professional Appraisal Practice; and any other applicable law (including regulations). As a condition for the conveyance under subsection (a), and in addition to the consideration paid under subsection (b), the Presidential Library shall pay all costs associated with the conveyance, including— the survey to Federal standards described in subsection (f); and the appraisal conducted under subsection (d). The exact acreage and legal description of the land to be conveyed under subsection
(a)shall be determined by a survey satisfactory to the Secretary. All funds received under subsection
(b)shall be— deposited in the fund established by Public Law 90–171 (commonly known as the Sisk Act) ( 16 U.S.C. 484a ); and available to the Secretary, until expended, for the acquisition of land or interests in land for inclusion in the National Forest System in the State of North Dakota.
