Except as expressly set forth in paragraphs

(1)and

(2)of subsection

(c)of section 4029 of the CARES Act, as added by this Act, nothing in this Act shall be construed to modify or limit the authority of the Board of Governors of the Federal Reserve System under section 13(3) of the Federal Reserve Act ( 12 U.S.C. 343(3) ) as of the day before the date of enactment of the CARES Act ( Public Law 116–136 ).
