Section 315(a)(2)(A) of the Federal Election Campaign Act of 1971 ( 52 U.S.C. 30116(a)(2)(A) ) is amended by striking exceed $5,000 and inserting exceed $5,000 or, in the case of a contribution made by a national committee of a political party from an account described in paragraph (11), exceed $10,000 . Section 315(d)(5) of such Act ( 52 U.S.C. 30116(d)(5) ) is amended by striking subsection (a)(9) and inserting subsection (a)(9) or subsection (a)(11) . Section 315(a) of such Act ( 52 U.S.C. 30116(a) ), as amended by section 5112(a), is amended by adding at the end the following new paragraph:
An account described in this paragraph is a separate, segregated account of a national committee of a political party (including a national congressional campaign committee of a political party) consisting exclusively of contributions made during a calendar year by individuals whose aggregate contributions to the committee during the year do not exceed $200. . The amendments made by this section shall apply with respect to elections held on or after the date of the enactment of this Act.
