Subtitle A of title II of the Help America Vote Act of 2002 ( 52 U.S.C. 20921 et seq.) is amended by adding at the end the following: There is hereby established an advisory committee (hereinafter in this part referred to as the Committee ) to assist the Commission with respect to the award of grants to States under this Act for the purpose of election security. The Committee shall, with respect to an application for a grant received by the Commission— review such application; and recommend to the Commission whether to award the grant to the applicant.
In reviewing an application pursuant to paragraph (1)(A), the Committee shall consider— the record of the applicant with respect to— compliance of the applicant with the requirements under subtitle A of title III; and adoption of voluntary guidelines issued by the Commission under subtitle B of title III; and the goals and requirements of election security as described in title III of the For the People Act of 2019. The Committee shall be composed of 15 individuals appointed by the Executive Director of the Commission with experience and expertise in election security.
Members of the Committee shall not receive any compensation for their service, but shall be paid travel expenses, including per diem in lieu of subsistence, at rates authorized for employees of agencies under subchapter I of chapter 57 of title 5, United States Code, while away from their homes or regular places of business in the performance of services for the Committee. . The amendments made by this section shall take effect 1 year after the date of enactment of this Act.
