Except as provided in subsection (b), this part does not apply with respect to an exempt State. The following provisions of this part apply with respect to an exempt State: section 1016 (relating to registration portability and correction). section 1017 (relating to payments and grants). Section 1019(e) (relating to enforcement). Section 1019(f) (relating to relation to other laws).
